Supporting the Malaysian AIDS Council
Although Malaysia is an upper middle income country, with a less than 1% (have to check) general HIV prevalence, the prevalence among Most at Risk Populations (sex workers, trans gender sex workers and people who inject drugs) can be as high as high as 30% depending on the province and the type of at risk population. To address this problem Malaysia was able to submit to and an awarded a Round 10 proposal by the Global Fund. The Malaysian AIDS Council (MAC),established in 1992, an HIV/AIDS umbrella organization for NGO selected as the Principal Recipient (PR), requested support from the Grant Management Solutions (GMS) during its grant pre signature phase of the process with the Global Fund (Three support visits were conducted during April-Nov 2011).
An IDEAS staff lead a technical assistance team to support MAC meet the requirements to sign the grant. Besides assisting with the preparation of mandated documents necessary for signature, the team provided capacity building to the PR as well as to sub recipients and strengthened management systems.
During March/April of 2013, when MAC was asked by the Global Fund to present a Phase II proposal, the same IDEAS staff member was asked by GMS to lead the team of the 5 consultants who had supported MAC during the pre-signature phase to provide technical assistance to MAC to analyze project accomplishments to date, update required information and assist with the preparation of the Phase II grant request including all required documents.
